Institutional donor advisor vacancy (1-year project position)

Caritas Norway together with CAFOD, the official development and humanitarian agencies of the Catholic Bishops’ Conferences of England and Wales, want to diversify our funding donor base and explore joint humanitarian project and funding opportunities. We are looking for a person to help us grow, increase cooperation between our organizations, expand our portfolio and contribute to the fight against poverty around the world.

The position is located in Caritas Norway's International Department. Caritas Norway has applied for an extension of its 5 year strategic humanitarian agreement with NORAD (formerly the Norwegian Ministry of Foreign Affairs). CAFOD is financed mainly through Catholic supporters in England and Wales as well as institutional donors including the Disasters Emergency Committee, START Network, and various international trusts and foundations. We want to expand cooperation on our humanitarian activities and this position is key to realising the potential that lies within the Caritas network and specifically CAFOD and Caritas Norway’s global outreach.

The position will report directly to the head of the Humanitarian Unit of Caritas Norway, while also supporting CAFOD's Humanitarian Funding Team Leader in London. The position will be an integral asset to both organizations’ humanitarian programmatic growth.


Key responsibilities

Institutional Funding

  • Lead the proposal development processes from identification, pre-positioning, consortium development, proposal design, and submission of ECHO proposal in conjunction with CAFOD
  • Along with CAFODs Integrated Funding and Business Development team, coordinate, support and submit funding proposals to ECHO and other donors.
  • Primary responsibility for developing Caritas Norway and CAFOD's relations with other non-Norwegian institutional donors including certifications, pre-qualification processes, proposal and reporting development and grant management.
  • To provide grant / contract management for programmes and projects where necessary.
  • To ensure that staff and partner organisations included in funding applications are aware of donor requirements and compliance and advise on appropriate systems that may be required to ensure these are met. This also includes adherence to international standards such as the CHS.
  • To provide technical support and guidance to programme staff and where necessary build the capacity of local partners on programme development, proposal writing and monitoring and evaluation.
  • To work with CAFOD partners and programme teams to ensure narrative and financial reports submitted centrally are prepared in a timely manner and are compliant with donor requirements.
  • Potential portfolio support to the humanitarian and nexus portfolio and management at both Caritas Norway and CAFOD. This could include some surge support to Country Programmes (remote or in-person) to support proposal development/contract management where necessary.

Strategy

  • Develop a pipeline of potential opportunities from known and new donors that align with Caritas Norway’s and CAFOD’s long-term strategic plans.
  • Develop a donor strategy to ensure that we meet shared targets for our humanitarian, nexus and long-term aid work.
  • Work closely with CAFOD and their humanitarian funding team and institutional funding community as well as Caritas Norway in order to identify synergies, opportunities for growth and shared interests.
  • Serve as key liaison between Caritas Norway and CAFOD for cross-organisational collaboration.
  • Manage and review the commitments made between Caritas Norway and CAFOD within our strategic MOU, including any reporting requirements.


Qualification requirements

  • Higher education, preferably in social sciences or communication.
  • At least 3- 5 years of relevant experience particularly with ECHO, EU grants and other complex institutional donors.
  • Proven experience in writing successful applications to non-Norwegian institutional donors.
  • Demonstrable track record in donor dialogue and partnership development.
  • Demonstrable track experience with due diligence and compliance for institutional donors.
  • Good written and oral communication skills in English. Other languages are an advantage.

The daily working language in Caritas Norway’s offices is Norwegian, minimum A2 Scandinavian language skill required. Daily working language will be in English.
